The only hat that is not obtainable is the 2019 party hat afaik given to the ppl that played arround new year of that time but all the skins and hats of the Mira HQ and Polus Outpost are limited once the maps become free arround june or july i dont remember they will not be purchaseable also if you somehow have the bat hat one that is big not the small one that has.
